Route - Delhi via Modinagar - Muzzafarnagar - Roorkee - Rishikesh - via - Narendra Nagar - Chamba - New Tehri - Dharasu - Uttarkashi - Harsil.

There are lots of buses available for Haridwar from ISBT, Kashmere Gate in New Delhi. They include AC,Deluxe, Volvo, and ordinary Uttarakhand State buses. These buses depart every half hour 24X7.
The total journey can take anywhere between 6 to 7 hours from Delhi to Rishikesh and another 3 to 4 hrs to Harsil.
The uttarakhand state transport ordinary buses are cheap and economical mode of transport if on budget and can charge anywhere between 200 - 250 from Delhi to Rishikesh and another 150 - 200 from Rishikesh to Harsil.
Private taxi or cab fare is anywhere between 4000 - 5000 for a one way journey from Delhi to Rishikesh.
